Autonomous machines are starting to make real decisions right next to vulnerable people — and when one chooses wrongly, the only record of why is controlled by the very party whose product is on trial. This paper argues that this structural fact — not machine capability, and not regulation — is what makes the risk uninsurable today, and that the underwriters are the ones positioned to fix it.
